The idea itself is nice but Bretonnia is a bad faction for that 'cause you won't have much enemies in general and now that you can unite the whole land (pretty much when you simply feel like it) even without war, thanks to the overworked confederation mechanics, makes those buffs even more "useless". They only situation where those buildings are probably "needed" is when you turtle from the get go or play a "this is total war" campaign but otherwise you just pretty much build them if you don ...
